The terms that apply when you purchase a UCR or related compliance filing from US DOT UCR Filings, operated by eSwift IT LLC.
These Terms & Conditions apply to all customers using the UCR filing and compliance services offered through usdotucrfilings.com. By checking the acceptance box and proceeding with payment, you agree to the terms set out below.
1. Who we are
US DOT UCR Filings is a private third-party filing assistance service operated by eSwift IT LLC, a Delaware-registered company. We provide administrative support to transportation businesses, motor carriers, brokers, freight forwarders and other entities that need assistance completing Unified Carrier Registration (UCR) and related transportation compliance filings.
We are not a government agency. We are not affiliated with, endorsed by, or connected to UCR.gov, the Unified Carrier Registration Plan, the Federal Motor Carrier Safety Administration (FMCSA), the U.S. Department of Transportation (USDOT), or any federal or state agency. You are not required to use our service. You may file directly with the official UCR Plan at www.ucr.gov, where you would pay only the government fee.
2. What our service includes
- Reviewing the information you submit for completeness and obvious errors
- Preparing and processing your UCR or related compliance filing
- Submitting the filing through the official government portal on your behalf
- Sending you confirmation documentation once the filing is submitted
- Providing compliance guidance and administrative support relating to your filing
We charge a service fee for this work, in addition to the government-mandated UCR fee. See section 4.
3. Your authorisation and consent
By checking the acceptance box and completing payment, you confirm that:
- You are the owner or an authorised representative of the business being registered, and you are permitted to act on its behalf.
- You grant eSwift IT LLC permission to prepare, process and submit UCR and related compliance filings on your behalf.
- You authorise us to charge your selected payment method for the total amount shown at checkout, which combines the government fee, our service fee and the card processing fee.
- You have read and accept these Terms & Conditions, including the cancellation and refund terms in section 6.
- You agree that checking the acceptance box constitutes your electronic signature and is legally equivalent to signing a physical document.
A record of this authorisation is stored with your transaction, including the date and time, and may be produced as supporting evidence in any dispute or chargeback.
4. Charges and what your payment covers
The price you see at checkout is a single combined total. It includes three separate components:
- The UCR government fee — set by the Unified Carrier Registration Plan, based on your fleet size. This is the amount payable to the government and is the same regardless of who files for you.
- Our service fee — what we charge for reviewing, preparing, processing and submitting your filing.
- A card processing fee — charged by our payment processor for handling the card transaction.
The official UCR government fees for the 2026 registration year are set out below. These are government-set amounts and are subject to change:

Government fees are subject to change. The UCR fee is set by the Unified Carrier Registration Plan and published at plan.ucr.gov/fee-brackets. It is outside our control and may be revised by the government at any time, including between registration years. The figures in the table above are correct at the date shown at the top of this page; the price displayed at checkout at the time of your purchase is the price that applies to your order. If the government changes the fee after you have paid, we will contact you before submitting your filing, and you may either pay the difference or cancel for a full refund of the amount you paid.
The difference between the government fee and the total shown is made up of our service fee and the card processing fee. Prices for other filing types, including Biennial (MCS-150) updates and Out-of-Business notifications, are shown at checkout before you pay.
5. Accuracy of the information you give us
You agree that:
- All information you provide is complete, accurate and true to the best of your knowledge.
- We will submit your filing using the information you provide, exactly as provided.
- Incorrect or incomplete information you supply is your responsibility.
- We are not liable for delays, rejections, penalties or corrections required because of inaccurate information you submitted.
6. Cancellation, refunds and filing timeframe
6.1 Cancellation within 24 hours
You may cancel your order for any reason within 24 hours of payment and receive a full refund of the total amount paid, with no deductions or administrative charges. To cancel, contact us at orders@usdotucrfilings.com or 408-412-3276 with your USDOT number and order details.
6.2 Filing timeframe
We complete filings within 7 to 14 business days of your order. The exact time depends on document processing and the availability of the government registration portal.
Where the government portal is offline, undergoing maintenance, or not accepting submissions for technical reasons, your filing will be completed as soon as the portal becomes available again. We monitor portal availability continuously and submit at the earliest opportunity. Time during which the government portal is unavailable does not count towards the timeframe above.
6.3 Cancellation after 24 hours
Once the 24-hour window closes, our filing team begins work on your order: reviewing the information you supplied, preparing your compliance documents, and assembling your submission for the government portal. This work is carried out by our staff and cannot be recovered once it has been performed.
Orders cancelled after 24 hours are therefore not eligible for a full refund. Where a refund is issued after this point — at our discretion, by agreement, or following a payment dispute — you will receive 60% of the amount paid. We retain the remaining 40% as an administrative, document preparation and processing fee, reflecting work already carried out on your behalf.
This 60% / 40% allocation is disclosed here before you purchase, and you accept it when you agree to these Terms at checkout.
6.4 When you receive a full refund
You will receive a 100% refund of the amount paid where:
- you were charged more than once for the same filing;
- we do not complete your filing within the timeframe set out in clause 6.2, for reasons within our control; or
- the government changes the UCR fee after you have paid but before we submit your filing, and you choose to cancel rather than pay the difference (see section 4).
6.5 How refunds are paid
Approved refunds are returned to the original payment method. Depending on your bank or card issuer, funds typically appear within 5 to 10 business days of the refund being issued.
7. Payment disputes and chargebacks
If you are unhappy with your order, please contact us first at orders@usdotucrfilings.com or 408-412-3276. Most issues can be resolved quickly and directly, and we would rather fix a problem than have it go to your bank.
By purchasing, you acknowledge that:
- You are purchasing a service — filing preparation, processing and compliance support — and not a physical product.
- Work on your order begins once the 24-hour cancellation window closes, and the service is considered delivered once we have carried out that work, whether or not the government has finished processing the filing.
- The refund terms in section 6 apply to any refund arising from a payment dispute.
Where a payment dispute is raised with your bank or card issuer, we may submit the following as evidence of the transaction and of the service provided: your acceptance of these Terms with its date and time, transaction authorisation records, IP address logs, copies of the forms and filings prepared or submitted, records of communication with you, and confirmation documentation.
8. Filing completion
A filing is considered complete when we have submitted your registration through the appropriate government portal, or completed the service work necessary for submission based on the information you provided.
If a filing is rejected because of incorrect or missing details that you supplied, we will tell you what is required. Correcting and resubmitting such a filing is not treated as a failure on our part under clause 6.4.
9. No guarantee of government outcomes
We submit filings on your behalf, but we do not control government processing times, decisions, approvals, audits or enforcement actions. We cannot guarantee approval or acceptance by any government agency. Our responsibility is to prepare and submit your filing correctly and on time, as described in these Terms.
10. Your ongoing compliance responsibility
- You remain responsible for your own regulatory compliance beyond the filing you have purchased.
- UCR registration is an annual requirement. Remaining compliant in future years is your responsibility unless you purchase a filing from us for that year.
- We do not provide legal advice and do not represent you before any government authority.
11. Electronic communication and records
By using our services you consent to receive documents, confirmations, receipts and communications electronically. We retain digital records of your transaction as permitted by law. How we handle your personal information is set out in our Privacy Policy.
12. Limitation of liability
To the extent permitted by law, the total liability of eSwift IT LLC arising out of or relating to your order is limited to the amount you paid for that order. We are not liable for indirect or consequential losses, including lost profits, lost business, or fines and penalties imposed by a government authority.
13. Governing law
These Terms & Conditions are governed by the laws of the State of Delaware, without regard to its conflict of law principles.
14. Changes to these Terms
We may update these Terms from time to time. The version published on this page at the time of your purchase is the version that applies to your order. The date at the top of this page shows when it was last changed.
